How to Open a U.S. Bank Account Without an SSN

Yes, it is possible — here is what documents banks actually accept and how the process works.

The short answer

You do not need to be a citizen or a permanent resident to open a bank account in the U.S. Federal law requires banks to verify your identity — but an SSN is only one of the acceptable ways. Many banks open accounts for foreign nationals with a passport and an ITIN, and some — with a passport alone.

What banks usually ask for

  • Foreign passport (always bring it).
  • Second ID: driver’s license, state ID, national ID card.
  • ITIN (Individual Taxpayer Identification Number) — if you have one, it significantly widens your options.
  • Proof of address: lease, utility bill, or a letter from someone you live with plus their bill.
  • Immigration documents (visa, I-94, EAD) — some banks ask, some don’t.

Where it is easiest

Large national banks (Chase, Bank of America, Wells Fargo, Citibank) have standard procedures for non-resident applicants — go in person rather than applying online, as online forms often require an SSN. Credit unions and community banks are often flexible too. Requirements differ by branch and change over time: call ahead and ask exactly what to bring as a non-U.S. citizen without an SSN.

About the ITIN

An ITIN is a tax ID number the IRS issues to people who aren’t eligible for an SSN but need to file taxes. You get it by submitting Form W-7 with a tax return. If you work or plan to file taxes, an ITIN is worth getting: it helps with banks, building credit history, and sometimes renting an apartment.
